Во-первых, нужно восстановить вкладку "рабочий стол".

Hide Desktop tab
Рemoves the Desktop tab from Display in Control Panel.
This setting prevents users from using Control Panel to change the pattern and wallpaper on the desktop. Enabling this setting also prevents the user from customizing the desktop by changing icons or adding new Web content through Control Panel.
