как Вы её удаляли? возможно программа не была уделеня корректно. для начала попробуйте переустановить ISS BlackICE PC Protection v3.6 и удалить, возможно он почистит за собой "хвосты".
так же просмотрите журнал событий на любые другие ошибки схожие с этой.
и наконец -
сделали вы то, что вам советовали в MS? -
