Ага, получается, что эту ошибку "Error 800f0984" для компонентов "10.0.19041.3393" можно игнорировать.
И да, Я изначально ошибся, проблема то вовсе не в компонентах, а здесь:

Как будто что-то мешает обновить загрузчик, "ErrorCode: 8007007b" - это "ERROR_INVALID_NAME" (# The filename, directory name, or volume label syntax is incorrect).
Как вариант выверить загрузчик, а ещё лучше пересоздать его.
