Установка обновлений заблокирована, поскольку срок поддержки Windows 7 истёк (
таким образом Microsoft принуждает купить лицензию ESU на дополнительный срок поддержки).
Но у вас же установлен .NET Framework 4.8, с ним нет проблем?
