I had to uninstall / reinstall SQL Server 2008 to figure it out. The culprit is the Windows Service for SQL Server Reporting Services 2008. I don't know why, but it adds a new file every 3 seconds to the LocalService\Application Data\Microsoft\Protect\S-1-5-19 directory. It has done this on 2 different Windows XP Pro machines.

Службу можно отключить, папку \Microsoft\Protect\
S-1-5-19 удалить.
