Для того что бы их удалить, нужно назначить себя владельцем папки и дать себе все разрешения.

Конечно не удаляет. Многие файлы в Windows не "принадлежат" вам, даже если вы Администратор, а владельцем их есть Trusted Installer (Windows Modules Installer). Иными словами системный пользователь. Это сделано в целях защиты.
