странно, но заработало. сделал откат системы, но сразу после отката не работало, а на следующий день - все нормально...

написал в поддержку proxyswithcer, вот что ответили:
"Version 4.7 was released before Windows 8 came out and is not compatible with it. Running it misconfigures ACL for the registry branch HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings

Which in turn makes it inaccessible to anyone. There are at least couple solutions to this - either going back to previous restoration point or starting windows 8 in troubleshooting mode and repairing the user profile."
