в вашем конкретном случае он не активен. Подробнее можно проситать
здесь. Еще есть волшебный файл /etc/defaults/rc.conf. Там можно посмотреть параметры, задаваемые в файле /etc/rc.conf.
и да, ps aux | grep sshd что выдает?
