Заколебало окно, которое поялвляется на этапе OOBE - Настройка Windows "Проверьте настройку даты и времени"... Как написано в справке (Automate Windows Welcome) - в разделе Microsoft-Windows-Shell-Setup создал тег <TimeZone>Russian Standart Time</TimeZone>, что еще надо?

Сразу говорю, <SkipUserOOBE>true</SkipUserOOBE> не помогает.
