А в строке HKLM,"SOFTWARE\Microsoft\Active Setup\Installed Components\ZFirstLogonCustom","Locale",0x00000000,"*" буква Z не лишняя? Получается, что параметр Locale в другом разделе. Наверное не отрабатывает. И, кстати, потом не удаляется.
