Машина Windows server 2008r2
настраиваю апач для установки Сервер обновлений 2ГИС для Win32

Значит конфликты с другим софтом. Пробуйте другой порт или смотрите netstat'ом "netstat -a -n -o" кто слушает (PID) .

для него в брандмауэре сделал все как было описано

значит он все таки слушает я так понимаю?

порт нестандартный, поэтому в адресе должен быть порт <domain>:51899/...
в остальном зависит от конфига апача httpd.conf.

Проксирует на внешние сервера *.update.2gis.ru, которые должны быть доступны от сервера. Наверное нужно разрешить исходящие tcp-подключения на внешние 80 и 443 порты для httpd. Смотрите error.log.
И проверьте соответствие локальных путей в конфиге реальным.

добавьте в конфиг Win32DisableAcceptEx http://httpd.apache.org/docs/2.2/mod/mpm_winnt.html
если не сработает, то эти по одному

странно
почему сам апач пишет что слушает порт 51899
а запуская httpd что ошибка

вообщем все равно ничего не помогло
а как его определить SSLSessionCache
что задать точнее
