А как фаил txt открыть сдесь?

его можно прикрепить, а не открыть, кнопка прикрепления файла справа от окна ввода сообщения, для этого не нужно в расширенный режим заходить.

Служба Windows Audio не запущена, в безопасном режиме не запускается.

попробуйте восстановить службу в реестре, для этого скопируйте код в текстовый файл, сохраните его в кодировке UTF-8 присвоив расширение reg, запустите и согласитесь с внесением изменений в реестр
